: If a licensee sends workers abroad without taking approval from the department, or if a licensee gives false assurances that he will employ someone abroad or shows temptation and does not take any money and does not send it abroad, the amount taken and fifty percent of the same shall be paid to such licensee. A fine of three lakh rupees to five lakh rupees and imprisonment from three years to seven years and the license of such license holder will also be cancelled.
